6 червня 2023 року стало новою точкою відліку в житті України. Підрив росіянами Каховської ГЕС – чітко спланований терористичний акт. Він повністю підпадає під визначення екоциду. Наслідки цього теракту сьогодні ліквідовує Україна. Завтра їх відчує увесь світ.
Україна була, є і буде членом сім’ї столом європейських народів. Наша держава жодного дня не сходила зі свого проєвропейського шляху. Євроінтеграція – наш пріоритет. Ми хочемо пройти цей шлях швидко і якісно. Зробити його вигідним для всіх – і для нас, і для держав-членів Євросоюзу.
Сьогодні ми маємо безліч смертей, незліченну кількість руйнувань. Маємо колосальні збитки довкіллю. Тому з перших днів зрозуміли, що потрібно все зафіксувати й порахувати. Досвід попередніх воєн – Ірак, Кувейт – свідчать, що екологічні репарації повернути можливо.
Ми не можемо пробачити окупантам жодного клаптика зруйнованої землі. Мусимо виставити рахунок за кожне спалене дерево.
Ми спільно з Держпарламентом США створили унікальні методики для обрахунку екологічних збитків. Уже сьогодні збитки перевищують 52 млрд євро.
Вибух дамби – це 1,2 млрд євро. Каховська дамба утримувала воду найбільшого водосховища в каскаді Дніпро. Це 18 кубічних кілометрів води, або 18 млн тонн. Це – найбільша за екологічними масштабами катастрофа з першого дня повномасштабного вторгнення в Україну. Обрахунки збитків тривають. Ми з цією історією будемо жити ще багато років.
Ми маємо ще й гуманітарну кризу. Близько 1 млн людей, що лишилися без питної води. Каховське водосховище спустошене на 73 відсотки. Воно тримається рівня водозаборів. Міста вже не можуть отримувати воду.
Є речі які ми вже ніколи не відновимо. Це ті екосистеми, які змило у Чорне море. Це – 20 тисяч тварин, які потенційно загинули. Зокрема, ендемічні види тварин, які зустрічалися лише на Півдні України. Навряд чи їм удалося врятуватися в потоці води. Можливо, світ втратив останніх представників певних видів на Землі. І ці речі неможливо порахувати оцінити в грошовому еквіваленті.
Крім того, сміття, земля, родючий шар грунту, мертві тварини – це все пішло у Чорне море. Далі – у Середземне. Вже можна говорити про відчутні наслідки для європейських країн. Європа буде знаходити на своїх берегах російські міни, які змило водою після теракту рашистів.
росіянам байдуже це все. Їм байдуже на зміни клімату, з якими бореться весь цивілізований світ. Зазначу, що половина обрахованих збитків від підриву ГЕС припадає на забруднювачі повітря. Тепер це все мігруватиме над Європою, над США, над тією ж росією.
росіяни продовжують палити ліс. Продовжують руйнувати інфраструктуру. Вбивають усе живе.
Ще з жовтня 2022 року наш президент Володимир Зеленський попереджав про можливі наслідки. Ми говорили про це на весь світ: рашисти замінували дамбу і готують теракт. Цьому можна було запобігти, якби Україна мала більше сучасної зброї для нашої армії.
Ми маємо всі разом зробити максимум, аби зупини це все. Запорізька АЕС досі в окупації. Це робить можливим другий “Чорнобиль”. Різниця в тому, що тоді вибухнув 1 реактор. На ЗАЕС таких 6. Ситуація міняється кожен день, але держава, всі служби, ми робимо максимум, аби не допустити найменшої загрози. Але ми можемо не впоратися, тому варто розглядати всі можливі ризики.
Україна вітає рішення Європейського парламенту, який підтримав включення “екоциду” до Директиви ЄС про захист довкілля за допомогою кримінального права. Закликаємо всі держави-члени ЄС включити цей термін до свого національного законодавства, адже це стане вирішальним кроком до міжнародного визнання цього злочину.
Дякую європейським колегам за підтримку України в ці дні. Дякую Єврокомісії за підтримку нашого мирного шляху. Формула миру Володимира Зеленського не має альтернатив. Це – основа українського шляху до миру. Це слова президентки Єврокомісії Урсули Фон дер Ляйєн.
Формула миру Володимира Зеленського з 10 пунктів передбачає відновлення безпекової архітектури Європи. Пані Урсула підкреслює, що вона забезпечить саме довгостроковий мир. Пункт 8 Формули – негайне припинення екоциду та репарації за руйнування довкілля.
Ми вже робимо все, щоб повоєнне відновлення відповідало Цілям сталого розвитку та Зеленій угоді. Ми приймаємо євроінтеграційні закони. Вони наближають нас до ЄС і скорочують шлях потенційного інвестора до України.
Ми неуклінно дотримуємося міжнародних зобов’язань. Україна ні на день не відмовлялася від виконання Паризької кліматичної угоди, хоча наша земля досі палає від війни. Україна продовжує будувати цивілізоване майбутнє разом з Європою. Такою є наша відповідь агресору.
Запрошую усіх своїх європейських колег до України побачити на власні очі, до чого призводить війна. Ви не тільки зрозумієте, що таке Україна. Ви зрозумієте, що таке росія. Бо зрозуміти це сьогодні можна лише у нас, в Україні.
June 6, 2023, became a new milestone in the history of Ukraine. The blowing up of the Kakhovka Hydro Power Station by russians was a planned terrorist act. This crime fully falls under the definition of ecocide. Today, only Ukraine deals with the impact of this attack. But tomorrow the whole world will feel it.
Ukraine was, is, and will remain a member of the European family of nations. Our country has never turned from its route to Europe. European integration is our priority. We want to complete this route quickly and efficiently. It will be beneficial for us and for the EU member states.
Today, Ukraine grieves thousands of deaths and endless destruction. The environmental damage is colossal. From the first weeks of the full-scale war, we began to document and assess the damage. Previous experience of the Iraqi invasion of Kuwait shows that getting environmental reparations is possible.
We cannot forgive the occupiers for a single patch of our destroyed land. We must hold them accountable for every burned tree.
Together with partner countries, we have developed unique methodologies to assess environmental losses. The damages already exceed 52 billion euros.
The blowing up of the Kakhovka dam amounts to 1.2 billion euros in damages. The Kakhovka Dam held the water of the largest reservoir in the Dnipro cascade. It was 18 cubic kilometers of water, or 18 billion tons. This is the largest environmental catastrophe of the full-scale war in Ukraine. The assessment of the damages is ongoing. We will face its impact for many years.
We also face a humanitarian crisis. Around 1 million people are left without drinking water. The Kakhovka Reservoir volume decreased by 73 percent. It drained below the level of water intake. Cities can no longer get fresh water.
There are things that we can never restore. These are the ecosystems that were washed away into the Black Sea. This includes 20,000 animals who probably died. Including endemic species that were only found in southern Ukraine. It is unlikely that they managed to survive the flood. Perhaps the world has lost the last representatives of certain species on Earth. And these losses cannot be assessed in monetary value.
Waste, the fertile top layer of soil, and dead animals have all been washed away into the Black Sea. And further into the Mediterranean Sea. There will be obvious consequences for European countries. Europe will find russian mines on its beaches. These mines were washed away by water after the russian terrorist attack.
The russians don’t care about any of this. They don’t care about climate change. Which the entire civilized world is fighting against. I should note that half of the calculated environmental damage caused by the war is air pollution. Now all this polluted air will migrate over Europe, over the US, and over russia itself.
The russians continue to burn forests. They continue to destroy infrastructure. They kill everything alive.
Since October 2022, our president Volodymyr Zelenskyy has been warning about the possible consequences. We have been talking about it to the whole world. The russians planted explosives inside the dam and were preparing a terrorist act.
This could have been prevented if Ukraine had more modern weapons for our army.
We all need to do our best to stop all of this. The Zaporizhzhia Nuclear Power Plant is still under occupation. This makes a second “Chornobyl” scenario possible. The difference is that in Chornobyl only one power unit exploded. At the Zaporizhia Nuclear Power Plant, there are six power units. The situation is changing every day. But the Ukrainian state, all government agencies, we are doing our best to prevent the danger. However, the risk exists, so we must consider all possible options.
Ukraine welcomes the decision of the European Parliament to support the inclusion of “ecocide” in the EU’s environmental crime directive. We call on all EU member states to incorporate this term into their national laws. As it will be a crucial step towards international recognition of this crime.

These are the words of Her Exellency European Commission President Ursula von der Leyen.
The Peace Formula of Volodymyr Zelenskyy of 10 points aims to restore the security architecture of Europe. As Ms. von der Leyen emphasized, it would ensure long-term peace. Point 8 of the Formula calls to stop ecocide immediately and to pay reparations for environmental damage.
We are already doing everything to ensure that Ukraine’s post-war recovery aligns with the Sustainable Development Goals and the Green Deal. Ukraine adopts Eurointegration laws that bring us closer to the EU and facilitate potential investments into Ukraine.
We adhere to international commitments.
Ukraine has not turned for a single day from the road to fulfilling the Paris Climate Agreement.
Even though our land is still burning due to the war. Ukraine continues to build a civilized future together with Europe. This is our response to the aggressor.
I invite all my European colleagues to come to Ukraine and witness the consequences of war.
You will not only understand what Ukraine is, but you will also understand what russia is.
Because today, only here, in Ukraine, you can truly understand it.
