Сьогодні 468й день російського повномасштабного вторгнення в Україну. Ми рахуємо кожен день. Адже кожен день ми втрачаємо. Але, жоден з цих днів ми не були сам-на-сам з ворогом. Ми щодня відчуваємо підтримку Євросоюзу. І сьогодні ми всі єдині в нашому баченні миру на континенті.
Формула миру Володимира Зеленського не має альтернатив. Це – основа українського шляху до миру. Це слова президентки Єврокомісії Урсули Фон дер Ляйєн.
Формула миру Володимира Зеленського з 10 пунктів передбачає відновлення безпекової архітектури Європи. Пані Урсула підкреслює, що вона забезпечить саме довгостроковий мир. Пункт 8 Формули – негайне припинення екоциду та репарації за руйнування довкілля.
Сьогодні збитки довкіллю від російської агресії становлять 50 млрд євро. Це у 8 разів більше, ніж я озвучив у ході Green Week 2022.
З 24 лютого 2022 року Держекоінспекція зафіксувала 2400+ фактів знищення довкілля внаслідок бойових дій. Розпочато 1775 кримінальних проваджень.
Для прикладу, Eurojust за 2014-2019 рр зареєстровано 57 екозлочинів. Україна за рік зареєструвала у 30 (!) разів більше, ніж 16 національних офісів у Європі за 5 років мирного часу.
росія вже випустила по Україні близько 8 тис. ракет усіх типів. У травні 566 ракет та дронів. Є багато загиблих. Серед них діти.
Україна – найбільш замінована країна світу. Замінована площа – ~174 000 кв. км. Це третина України, або ж як уся Ісландія.
Сьогодні вночі рашисти здійснили один з наймасштабніших актів тероризму. Вони підірвали дамбу Каховської ГЕС. Наслідки катастрофічні. І не лише для довкілля. Ми стоїмо на порозі гуманітарної катастрофи. 70% населення найбільшої за територією країни Європи, може залишитися без питної води.
Під загрозою Нижньодніпровський нацпарк. А це понад 80 тисяч гектарів цінної території. Це приблизно як площа міста Берлін.
Майже половина природоохоронних територій України – 500,000 га – під окупацією або в зоні бойових дій. Тепер це полігони та військові бази росіян. Території масованих обстрілів та пожеж.
Ще стільки ж лісу зайнято бойовими діями. Вже близько 2,4 млн га лісу деокуповано і потребує відновлення. Не кожна європейська країна може похвалитися такою площею лісу, яку росіяни спалили й пошкодили в Україні.
Показовим є Національний парк Святі гори на Сході України. Бойові дії там ведуться з 2014 року. Втрачено вже 80% заповідного потенціалу парку. Це як половина Саксонської Швейцарії – найбільшого парку Європи.
Руйнується найбільший безлюдний острів у Європі Джарилгач. Росіяни дозволили там відстріл тварин. Нещодавно вони засипали переправу до острова піском, щоб зробити там полігон. Тепер це уже не острів, а півострів.
Заповідники Асканія-Нова та Чорноморський біосферний заповідник зі списку ЮНЕСКО зараз теж окуповані. На їх відновлення знадобиться десятки років і мільйони євро.
На саміті Ради Європи ухвалено рішення про створення Реєстру збитків від російської агресії проти України. Екологічні збитки, обраховані Україною за нашими унікальними методиками, будуть внесені у цей Реєстр.
Гроші не повернуть нам спалені ліси, десятки тисяч підірваних на мінах дельфінів та диких тварин. Але ми можемо збудувати рекреаційні центри для тварин, екодуки та іншу природоохоронну інфраструктуру. За нашим Планом відновлення, ми вже опрацьовуємо 54 екологічних проєкти та 9 довкіллєвих реформ.
Ми вже робимо все, щоб повоєнне відновлення відповідало Цілям сталого розвитку та Зеленій угоді. Ми приймаємо євроінтеграційні закони. Вони наближають нас до ЄС і скорочують шлях потенційного інвестора до України.
Ми неуклінно дотримуємося міжнародних зобов’язань. Україна ні на день не відмовлялася від виконання Паризької кліматичної угоди, хоча наша земля досі палає від російських боєприпасів.
Дякую Єврокомісару Віргініюсу Сінкявічюсу за підтримку України. Ми цінуємо людей, які роблять для України все можливе. І ще більше цінуємо тих, хто робить більше, ніж можливо.
Віргініюс багато зробив для приєднання України до програмі LIFE. Єврокомісія допомогла Україні за рік навчитися працювати з програмою. Маю надію, у програмі “Фенікс” наша співпраця буде не менш плідною.
Ліси України уже інтегровані до ЄС. Ми об’єднали програми ЄС “3 мільярди дерев” та українську програму “Мільярд дерев”.
Україна ще не має статусу члена ЄС. Проте робота Єврокомісії – не лише декларації та документи, а дії. Вони вже дають плоди. Європа єдина, сильна й неподільна.
Ми продовжуємо будувати цивілізоване майбутнє разом з Європою. Такою є наша відповідь агресору.

Today is Day 468 of Russia’s full-scale invasion of Ukraine. We do count every day. Because every single day we suffer losses. But none of these days we have been alone in facing the aggressor. Every day we feel the support of the European Union. We stand united in our vision of peace on the continent.
President of the European Commission Ursula von der Leyen says that the Peace Formula of Ukraine’s President Zelensky’s has no alternative. It is the foundation of Ukraine’s path to peace.
Ukraine’s Peace Formula of 10 key points envisions the restoration of Europe’s security architecture. Ms. von der Leyen emphasizes that it will ensure long-term peace. Point 8 of the Formula calls to stop ecocide and compensate for environmental destruction.
Today, the environmental damage caused by russian aggression amounts to 50 billion euros. This is 8 times more than the initial assessment I reported at the Green Week 2022.
Since February 24, 2022, Ukraine’s Environmental Inspection has documented over 2,400 cases of environmental destruction due to hostilities. 1,775 criminal proceedings have been initiated.
For comparison, in the period from 2014 to 2019 Eurojust registered 57 environmental crimes. In just 1 year, Ukraine has registered 30 times more environmental crimes than 16 national offices in Europe during 5 years of peacetime.
russia has already launched around 8,000 missiles of all types at Ukraine. In May alone, Ukraine was attacked with 566 missiles and drones. There have been many casualties. Including children.
Ukraine is the most heavily mined country in the world. The mined area is approximately 174,000 square kilometres. It is one-third of Ukraine’s territory or the total size of Iceland.
We are on the brink of a humanitarian catastrophe. 70% of the population of the largest country in Europe by territory might be left without drinking water.
Nearly half of Ukraine’s protected areas (500 thousand hectares) is under occupation or in the hostilities zone. They have been turned into training grounds and bases of the russian military. Into areas of heavy shelling and fires.
A similar area of forests is affected by the war. Approximately 2.4 million hectares of forest have been liberated and require restoration. Not every European country has such a large forest area comparable to that which has been burned and damaged by the russians in Ukraine.
A striking example is the Holy Mountains National Park in eastern Ukraine. The hostilities have been ongoing there since 2014. 80% of the park’s nature protection potential has been already lost. This is equivalent to half of Saxon Switzerland, one of the largest parks in Europe.
Dzharylgach, the largest uninhabited island in Europe, is being destroyed. The russians have allowed the hunting of animals there. Recently, they have built an artificial sand dam to the island and turned it into a military training ground. It is no longer an island but a peninsula.
The Askania-Nova Reserve and the Black Sea Biosphere Reserve, both protected by UNESCO, are currently occupied. It will take decades and millions of euros to restore them.
Participants of the Council of Europe Summit approved the establishment of the Register of Damage caused by the russian aggression against Ukraine. The environmental damages, assessed by Ukraine using our unique methodologies, will be included in this Register.
Money won’t bring back our burned forests or the tens of thousands of dolphins and wild animals killed by mines. But we can build wildlife recreation centers, animal crossings, and other nature protection infrastructure. Under our Recovery Plan, we are already working on 54 environmental projects and 9 environmental reforms.
We are already doing everything to ensure that the post-war recovery is in line with the Sustainable Development Goals and the Green Deal. We are adopting Euro-integration laws that bring us closer to the EU and facilitate the path for potential investors to Ukraine.
We strongly adhere to our international commitments. Ukraine has never wavered for a day in fulfilling the Paris Climate Agreement, even though our land still burns from Russian shelling.
I thank EU Commissioner Virginijus Sinkevičius for supporting Ukraine. We value those who do everything possible for Ukraine. And we value even more those who go the extra mile.
Mr. Sinkevičius has done a lot for Ukraine to join the LIFE program. In 1 year the European Commission has taught Ukraine how to work with the program. I hope our cooperation within the Phoenix program will be as productive.
Ukraine’s forests are already integrated into the EU. We have merged the EU’s “3 Billion New Trees” program with the Ukrainian “1 Billion New Trees” program.
Ukraine is not yet a member of the EU. But the work of the European Commission is not just about declarations and documents. It is about action. It is already giving results. Europe is united, strong, and indivisible.
We continue to build a civilized future together with Europe. This is our response to the aggressor.
